We help citizens and institutions find the right office, the right service, and the right next step – quickly, accurately, and in a format that works on any device. Whether you are online or offline, in a city or a rural woreda, Warka is designed to meet you where you are.
Warka brings together verified listing details (official names, codes, locations, contacts, and working hours) with practical service guidance written in a citizen-friendly format: eligibility, required documents, fees, timelines, and step-by-step procedures. Our goal is to reduce repeated phone calls, unnecessary travel, and long queues caused by missing information or outdated contacts.
The platform is accessible through multiple channels: a web directory, mobile experiences, map-based search, {{USSD_CODE}} for low-bandwidth access, SMS through {{SMS_SHORT_CODE}}, and a {{TELEBIRR_MINIAPP_NAME}} for payment-enabled services and premium listings. For institutions, Warka also provides a secure management console for maintaining listings and service content, plus analytics that highlight citizen demand and operational gaps.

Warka aligns with the national direction of Digital Ethiopia by promoting service transparency, inclusive access, and digitization that works in real Ethiopian conditions – multilingual content, low-bandwidth channels, and mobile-first design. The platform supports a practical, incremental pathway from “find information” to “complete a transaction,” allowing institutions to digitize services at their own pace while immediately improving citizen experience.
We prioritize accessibility and interoperability: clear service descriptions and standards that can be integrated with broader eGovernment initiatives; channel coverage that reaches both smartphones and basic phones; and analytics that help institutions understand demand, bottlenecks, and regional patterns.
